I've been watching football and the NFL Draft for many, many years now. To my knowledge there has never been a draft trade that has moved a team outside of the top 10 into one of the top four selections.
I remember New Orleans giving up the draft for Ricky Williams for the 5th overall. There was even the Atlanta/San Diego swap but that was #5 for the #1. There has been a lot of movement up and down a few slots here and there but never anything huge into the top 4 from outside the top 10.
So with that being said. Who in the top ten has the picks or the ammo to trade up with Oakland, Detroit, Cleveland or Tampa? There are a few teams that could move up but there is only one team with the Ammo to make a serious push into the top 4. The thing is it might be to far a drop for any of the top 4 teams to really consider.

Arizona Cardinals- Has the 5th overall along with the 38th and 69th selection. The Cardinals don't need a QB or WR but could be targeting defense or the top OL prospect in Joe Thomas. They could easily move up one or to spots for the right player, aka Joe Thomas. I just don't see them moving up farther than a couple of spots though. A trade with Tampa would net the Bucs a 4th rounder, maybe a third(doubtful). To move to Cleveland’s spot AZ would have to give up a 2nd, again doubtful. Prediction- Arizona stands pat and takes BPA.
Washington Redskins- Moot point here. The only thing the Redskins have in trade value is a player on their roster. After the 1st round they don't have another pick until the 5th round. Prediction- Skins stand pat and take BPA.
Minnesota Vikings-Vikes have needs but do they have the power to move up? The farthest I can see Minn moving up is with Tampa. Anything farther would be to rich for them to risk. Prediction- Possible trade partner with teams 4 thru 6, maybe Cleveland if they throw a player into the mix.
Houston Texans- This is a carbon of the Vikings. Prediction- possible trade up partner with any team 4-7.
Miami Dolphins- here is the wildcard of the top 10. Miami has 2 second round picks(40 and 60). They have the power to make a deal with any team from Detroit on back. Question is would any team in the top 4 be willing to drop back that far. I don't think so. Detroit and Cleveland along with Tampa Bay have multiple team needs. Again that is a heck of a drop with no guarantee to get the player of quality you would get by just taking the BPA. Prediction- Miami would have to sweeten the trade up with a little overpayment to get into the top 4. Just don't seeing it happen. Outside chance the Dolphins move up with Washington predraft and then make a move farther up on draft day.
Finally the Atlanta Falcons- Same as Washington but for different reasons. There cap situation is tenuous at best. Prediction- Falcons will trade back a couple of spots with maybe Buffalo and lighten their cap hit but still get a quality play.
